My puppy has started eating puppy chow which I moisten with warm water. He is 5 weeks old. But everytime he eats he starts to gag and throw up. Is this normal? Or does he have a stomach issue?

My puppy when he sleeps shakes like as if he has seizures. It happens when he is in a deep sleep. He doesn't have any other symptoms. Is this normal for labradors?
